instructions: "quota restored, finish this." (merge after the orchestrator's own final review; never ask for merge
approval) and "We should fully understand [OUTBOX_FULL] before blindly changing this behavior" (answered ? see Decisions).
Decisions taken (with rationale) ? all still in force
OUTBOX_FULL stays as designed. The 4 MiB/connection, 8 MiB/process awaited-response budget and its refusal were
added deliberately by https://github.com/CodexCoder21Organization/UrlProtocol/pull/430 to prevent a repeat of the
2026-04-27 ContainerNursery heap exhaustion. Server-side "wait instead of refuse" was refuted with evidence (a refused
response cannot be retained inside the same budget; a separate waiting pool still refuses the 5th/6th 3 MB reader).
The fix is client-side: the resolver replays a request marked idempotent (RPC_REQUEST_IDEMPOTENT_METADATA_KEY) when
it receives the awaited-response OUTBOX_FULL error, from a frozen byte-identical frame, bounded by the request's own
deadline. That is https://github.com/CodexCoder21Organization/UrlResolver/pull/1123.
- 611's executor-termination finding is an upstream Netty lifecycle defect, not a 611 defect (
SingleThreadIoEventLoop .cleanup destroys the I/O handler without closing registered channels; same on 4.2.18; present on main). Documented in
611's README with tests; upstream issue text drafted in the artifacts (out/F611r8-upstream-netty-issue.md), not filed.
- Build-service outage fix design: keep the rule ordering that
https://github.com/CodexCoder21Organization/BuildTestEmbedded/pull/1082 introduced (an existing test requires
last-writer semantics and no dependency graph exists) and remove the per-rule workspace copy/snapshot/merge for
sequential dependents. Implemented on
wip/FBTE2-ckpt-2026-09-27 but NOT opened as a PR: the lane's own review found
that skipping the merge also skips required entry-type validation, and a regression test for that had no verdict when
the lane hit its wall. Two competing fixes from another session exist:

Thread.State.BLOCKED (intrinsic monitor) while the PR now uses a
ReentrantLock (contention parks as WAITING); three deadline tests advance a manual clock by counting
currentTimeMillis() reads, which the PR's added before-dispatch deadline checks consume earlier. The orchestrator
authorised repairing the fixture MECHANISMS only (wait condition + state assertion move together to WAITING; virtual
time driven from the observable transport event) while keeping every asserted contract ? error texts, budgets,
counts, timeouts ? byte-for-byte; NOT authorised: removing any deadline check, resetting the deadline, restoring
monitor contention. The user has been told and may veto before 1123 is enqueued.

ps with an args column, pgrep -a, /proc/*/cmdline):
on a shared box that dumps every other lane's brief into the transcript and three review lanes were ended by the

RootHandoffAcquired excludes copying, and visible ByteBuf capacity cannot discover the backing root.
