It now includes the clock relay-path test and a separately reproduced equal-exception attribution fix. The required kotlin.build (remote) run https://buildtest.kotlin.build/run?id=7f65b96a is PENDING in the executor queue; do not merge or publish yet. A lost kotlin-build-ci-test suite dispatch was confirmed by build-watchman at suite 98325659981; W71 warmed the webhook receiver and rerequested that suite once. A five-minute-later check confirmed the new run. Do not rerequest a queued run.

Pin recipe if the W71 local checkout is lost: start from the pushed W65 WUI branch; replace foundation.url:resolver:0.0.1261 with 0.0.1264 and foundation.url:protocol:0.0.532 with 0.0.533 in build.kts and tests/*.kts, then update the two version mentions in README.md. The W71 local commit changed only those six files. Do not push this pin until the resolver artifact exists.
Mechanism and proof: W65's second clock connection took a direct route because the first client had learned the provider address. W71 used an independent client that knew the provider only by its circuit address and selected that route before service advertisement. The first local run reached the relay path and showed null remote details, but W71's expected error code was wrong: the actual message is a RELAY_FORWARD_FAILED wrapper ending in Relay request failed: Handler error: clock broken. The corrected test passed 1/1. In review, WeakHashMap equality caused a different but equal exception from a service envelope to be treated as an earlier client effect-handler failure. The public test failed 0/1 before the identity-key change and passed with 2 close neighbors 3/3 after it; 5 more final-head neighbors passed 5/5. Full logs and review findings are in W71/findings.md in this lane's workspace.
Next: (1) re-verify all PR heads/checks and published coordinate; (2) get resolver required checks green and let the orchestrator review/merge; (3) only after merge and authorization, publish resolver 0.0.1264 and verify JAR/POM; (4) repin and test WUI, capture screenshots with webapp-screenshots, update its PR, get checks green; (5) orchestrator handles the UrlProtocol required run and all merges. The handoff's absent-target relay recipe is invalid: UrlProtocol RelayService.handleRelayRequest invokes a local handler only when targetPeerId equals its own peer ID. W65's replacement test uses provider P through relay R, via public APIs, and passed locally. A separate clock-stamping extension failed because its extra connection selected the direct route, yielding INTERNAL_ERROR instead of the test's expected RELAY_ERROR. It is a test setup error, not evidence of a production defect. The full failed experiment is preserved at https://github.com/CodexCoder21Organization/UrlResolver/tree/wip/structured-exception-relay-clock-experiment-W65, SHA 71c0dbc2f7f73e49d2b9e175a754958fb5dd3a67; its remote run is https://buildtest.kotlin.build/run?id=f2fe79b9. The passing primary branch was restored with an expected-SHA lease. Next worker should use an independent caller whose only route to the clock service is a circuit through R before that service is advertised, then assert null remote detail and the existing relay text. Do not merge the failed experiment into the primary branch.

- The hosting-code throw sites via
openPersistentRpcConnection(url).sendRequest: __stream_pull with streamId "nope", __observable_calculate_value with observableId "nope", __resume_handler with sessionId "nope". Each gives INVALID_PARAMS, full text, null details. Also add assertNull(applicationFailureData(thrown)) in the existing direct-handler tests for unknown ids and observable-after-shutdown.
- A legacy typed envelope over the persistent path: a raw createServerHost returns an envelope without the marker, driven through createWithSjvmDispatch with an rpcHandler that forwards to openPersistentRpcConnection. Null details; the control with the marker gives details.
- Relay-response errorData end-to-end (deterministic):
- Relay node R hosts the service itself (registerGlobalService, throws
IllegalStateException("wrong state")).
- Target T is a nonexistent peer id (generateKeyFromSeed).
- The client registry gets T with only
/ip4/127.0.0.1/tcp/<R port>/p2p/<R>/p2p-circuit/p2p/<T> and advertisedServices [svc], and R with no services.
- The circuit dial fails, so the call goes to openRelayBackedRpcController, then sendRawRpcViaPeerRelay; R's local-handler branch writes errorData.
- Assert the details, and that the message contains "RELAY_ERROR - Handler error: wrong state" (that code appears only on the relay format).
- Repeat via a non-sandbox openConnection to hit callServiceViaPeerRelay, and add a ServiceInfrastructureException case with no details.
- ClockStamping hosting steps: registerGlobalService with a hierarchicalClock whose now() throws
IllegalStateException("clock broken"). Expect the full text "INTERNAL_ERROR - Internal server error: IllegalStateException: clock broken" and null details. Also wrap the relay-local servingClockResponseMetadata call (UrlResolver.kt ~18327) the same way.
- The infrastructure-after-effect case in testRemoteExceptionDetailsRealHostingPaths should use an
Error or ServiceInfrastructureArgumentException, which only the interface check handles.
- Split the sandboxed part of testRemoteExceptionDetailsRealHostingPaths out of its @Timeout(30) budget if it runs close to the limit.
- Review SHOULD-FIX 2 (decide and document): a ServiceInfrastructureFailure inside an envelope now reaches old-type-trusting clients without a type, so it is reconstructed as IllegalStateException (a wrapped Error used to be RuntimeException).
