Original user request: The https://buildtest.kotlin.build/runs projections were out of date. Find and fix the root cause, make run-result reads fast, prevent stale or mixed build artifacts, and land the related fixes. Only deploy after explicit user approval.

(4) Ask the user for production deploy approval; no worker deploy is authorized.
