Mission
Originally the 2026-09-24/27 handoff sweep. The user asked this session to "Work through all open handoffs ... decide if they should be merged or closed or if anything from them can be salvaged. Drive them to completion." This handoff is now only a pointer list: most named items have landed or are owned by their own handoffs.
What still remains (only this)
- UrlResolver https://github.com/CodexCoder21Organization/UrlResolver/pull/1128 - rebased onto main 4a7d6259f, head a358af9a; required checks GREEN (bld-build SUCCESS; kotlin.build (remote) SUCCESS 1879/1879, run f9638327); informational kompile-remote-build still running. MERGE-READY pending the orchestrator final review.
- Stale UrlResolver PRs with no owner activity since 2026-09-24..28, none superseded by main (added-line coverage ~0): 1129, 1126, 1122, 1124, 1121, 1119, 1127, 1120. Each needs: rebase onto main (1129/1119/1127 CONFLICT; others merge cleanly), fresh branch CI. Their old kotlin.build (remote) failures were all 09-24..27 infrastructure (shared workspace preparation 1200 s deadline, provisioning, interrupted upload) - that blocker is gone (1130/1125/1127 got remote SUCCESS since). Their old bld-build failures were single rotating flakes, several of them fixed since on main or by siblings (see table).
- UrlProtocol https://github.com/CodexCoder21Organization/UrlProtocol/pull/622 - CONFLICTING, 7 behind main; needs rebase + CI. Its consumer is UrlResolver 1129.
- BuildTestEmbedded https://github.com/CodexCoder21Organization/BuildTestEmbedded/pull/1112 - recommend CLOSE: intent (compute each shared-preparation key once across children) superseded by https://github.com/CodexCoder21Organization/BuildTestEmbedded/pull/1168 (all shared rules in one runner JVM/cache, runner 0.0.119); main has no trace of 1112's mechanism (KOMPILE_SHARED_PREPARATION_CACHE / forced executionenvironment 0.0.40). Also tracked in hf-2026-09-07-fix-the-url-bytecode-fetch-...
- BuildTestEmbedded https://github.com/CodexCoder21Organization/BuildTestEmbedded/pull/471 - owned by hf-2026-09-27-finish-pr-471-artifact-recovery-...; head a64be4d8 (pushed 09-28), four shards green but now CONFLICTING (30 behind).
- BuildTestRunner https://github.com/CodexCoder21Organization/BuildTestRunner/pull/119 - CONFLICTING, head cc60b8f2; required check currently fails fleet-wide (child test JVM compiler cap change, tracked in hf-2026-09-30-buildtestrunner-rotating-remote-timeouts-...); rebase after that lands.

Test-comprehensiveness review mapped the seven changed tests. First and second local batches each passed 7/7. Reverted-source fail-first run and third restored-head batch are queued sequentially under the shared local-build lock. No remote run or PR source push was launched.
Open review finding: both relay scenarios call internal installRelayCloseObserverTestHookForTesting and installRelayListenerInterruptedTestSeamForTesting using INVISIBLE_MEMBER/INVISIBLE_REFERENCE suppression. This violates the lane's public-API-only rule. The new test copied a preexisting fixture, but that does not provide an exception. A compliant replacement needs a real public dependency failure and public refresh/lifecycle observations; making hooks public would violate TESTING.md as well. No production defect has been established in the narrow code pass.
Metadata finding fixed: added this handoff's url:// URL and https://www.handoff.wasmserver.com to the PR description; WHY opening and attribution preserved. gh pr edit fails on deprecated repository.pullRequest.projectCards; REST PATCH through gh api works. The report-challenge CLI automatically enqueues/merges and was not called under this lane's no-enqueue rule; supervisor may record this tool issue later.
This lane deployed and published nothing. Supervisor retains merge/queue/handoff-completion authority. Next: finish remaining local checks and update with the final verdict; resolve the internal-hook proof finding before treating the review as clean.
Final review: lane 000d-rev-up622 (2026-10-02 14:30:17 UTC)
RE-VERIFY: This lane verified only https://github.com/CodexCoder21Organization/UrlProtocol/pull/622 and its review-evidence branch. Other rows and findings have been carried forward unchanged; their prior timestamps remain authoritative.
Verdict
REVIEW_BLOCKING: testRelayServiceCloseObserverFailureCompletesPendingRefresh and testRelayServiceCloseObserverFailureStillInterruptsBeforeCallerCallback call internal installRelayCloseObserverTestHookForTesting and installRelayListenerInterruptedTestSeamForTesting through INVISIBLE_MEMBER/INVISIBLE_REFERENCE suppression. This violates the lane's public-API-only rule and TESTING.md's Test the Public API Only section. Replace that proof with a real failure through a supported dependency and public refresh/lifecycle observations before a clean review. A compliant public fault reproducer was not established in this lane; exposing internal hooks would violate the same rule, so no speculative API or production rewrite was made.
Verification and scope
PR state OPEN; source head 8e83a9f943a2c8c528ca03ad94f17ec9b29e8995; required bld-all-tests, bld-build, kotlin.build (remote) remain SUCCESS. Informational kompile-remote-build FAILURE was excluded by the brief. There is no demonstrated production correctness defect in the narrow code pass. The exception guards precede current-write admission; partial writes retain ordinary failure. Relay cause storage is owned by the exact connection and precedes listener interruption, while callback completion remains after that signal. README matches the per-write guarantee; the original PR diff has no build artifacts, reflection, mocks, skipped tests, raised deadlines, reduced iterations, or weakened assertions.
Each of all seven changed tests passed in three local batches (21 passed, 0 failed). All five fail-first claims were confirmed with the three changed source files restored to origin/main 78deea8c61311e47596dad9c99b72763292e70e8: four failures on generic IOException/Stream closed, one on generic relay-close cause replacing the known observer failure. The partial-write and callback-order guards passed on main; baseline 2 passed, 5 expected failures. Sources were restored. Final evidence pre-push gate could not finish within the lane time box because the shared build lock was busy. Required three changed-test batches are complete: total fixed-source executions 21 passed, 0 failed. This additional gate made no source/test changes. All invocations held the shared local-build flock, with no overlapping lane submissions. No full suite or new remote/CI run was launched by this review.
Open coverage questions, not asserted production defects: abrupt in-memory close; zero-admission waiter behind a full pipe; a previous nonempty successful write; concurrent closed callers; attachment-bearing complete frames; observer failure crossing replacement generations. Detailed mapping and ownership invariants: https://github.com/CodexCoder21Organization/UrlProtocol/blob/0285aa604d97627f8d589dcb251ec279ba9966bc/reviews/000d-rev-up622-2026-10-02.md . Full failure reports/stack traces and restoration script are under reviews/000d-rev-up622-evidence on that same commit.
Metadata finding fixed: PR body now contains this handoff's url:// URL and https://www.handoff.wasmserver.com, with the WHY opening and requested attribution retained. gh pr edit failed on retired repository.pullRequest.projectCards; gh api REST PATCH worked. report-challenge-cli automatically enqueues/merges, so it was not invoked under this lane's hard prohibition. Supervisor can record this tool issue through its authorized workflow if needed.

This lane deployed and published nothing, merged/enqueued nothing, and did not complete the handoff. Next: resolve the public-API test proof finding, then supervisor final-review and merge decision; all other shared sweep items remain with their owners.
Public API rewrite analysis: lane 000d2-fix-up622
Assigned mission and result
The supervisor assigned this lane to rewrite testRelayServiceCloseObserverFailureCompletesPendingRefresh and testRelayServiceCloseObserverFailureStillInterruptsBeforeCallerCallback so the close observer publishes its known failure before listener cleanup, and listener interruption precedes caller callbacks, using public API and existing public seams only. The brief explicitly allows INCOMPLETE if the exact ordering cannot be forced through existing public API, provided the tests remain intact and the precise private seam is identified.
INCOMPLETE: no equivalent existing public fault/scheduling seam was found. Both tests and all production source remain unchanged. This is a source-boundary finding for the current reviewed implementation, not a claim that a different design could never make the behavior testable. Supervisor decision is required before expanding the design or resolving the internal-access review finding.
Mechanism and evidence
The observer collects its pre-interruption failure only from the internal relayCloseObserverTestHook, private detachRelayTasksForClosedConnection, and private clearRelayConnectionState. Detachment only changes internally owned task references under taskLock. Clearing changes selected/committed references and calls the private receive queue's closeConnection, which transfers/drops private ledger entries and interrupts its own worker. Neither operation calls the public Host, PeerRegistry, Clock, request filesystem, request handler, or gossip handler at this point. Keepalive cancellation uses a private ScheduledThreadPoolExecutor task, not the injected Clock.
RelayService uses a libp2p Host and has no NetworkProvider constructor/wiring. README explicitly says relay service requires Libp2pNetworkProvider; the in-memory provider cannot inject this fault. The close callback is zero-argument, so a transport error's cause does not enter observeRelayConnectionClosed. RelayConnection and RelayStreamController.addCloseListener are internal as well. The internal installRelayCloseObserverTestHookForTesting injects the known exception object; installRelayListenerInterruptedTestSeamForTesting is the only callback immediately after listener.interrupt and before the observer's own ACK sweep. A public refresh-future callback runs only after the cause was already selected.
Neighbouring public controlled-libp2p tests can withhold ACKs and park the listener with sixteen held handlers plus a seventeenth request. They cannot create this pre-signal observer failure or deterministically hold the observer immediately after it interrupts the listener. Replacing the injected observer exception with generic stream closure would weaken the exact-cause proof and stop distinguishing the source fix. No internal access was exposed, and no reflection, mocks, assertion weakening, test skips, iteration reductions, or deadline increases were introduced.
Suppression count at reviewed head: 69 test files contain INVISIBLE_MEMBER or INVISIBLE_REFERENCE, including the assigned pair; 67 other files. Main has 68 such files; the new callback-order test accounts for the increase. Existing use is not an exception to the public-API-only rule. The prior review also reported that the existing callback-order guard passed on main source; this lane makes no new fail-first claim for it.
The pushed analysis document contains immutable source links, the ownership/ordering table, checked alternatives, and documentation read. It is evidence only; it is not on the PR branch.
Remaining steps
- Re-verify https://github.com/CodexCoder21Organization/UrlProtocol/pull/622 and its branch before touching it.
- Supervisor: decide how to resolve the public-API-only proof finding given the exact missing dependency/scheduling boundaries above. No test has been weakened or removed.
- If a compliant design is established, preserve both assertions, demonstrate each rewritten test fails 3/3 with the fix reverted and passes 3/3 with the fix restored, run the other five changed tests once, rebase, push the PR, and watch one CI run before supervisor final review.
- All other shared sweep items, branch rows and earlier findings remain with their existing owners.
No merging, enqueueing, production deployment/restart/route change, Maven publication, or handoff completion was performed by this lane.
Verification and branch rows — 2026-10-02 15:06:01 UTC
https://github.com/CodexCoder21Organization/UrlProtocol/pull/622 remains OPEN at 8e83a9f943a2c8c528ca03ad94f17ec9b29e8995. Required bld-all-tests, bld-build and kotlin.build (remote) are SUCCESS; informational kompile-remote-build remains FAILURE. Newest commit is 2026-10-01 04:09:34Z, newest comment is the accounted supervisor coordination at 2026-10-02 13:14:06Z. git ls-remote verifies the original PR branch is unchanged. No other PR was acted on.
Local test counts for this lane: 0 passed, 0 failed, 0 executed. The one unchanged-pair targeted gate used flock -w 1500 and exited 1 at 2026-10-02 15:04 UTC without acquiring the lock; its log remained empty and no test JVM started. This is lock-busy, not a test failure. The earlier review's 21 fixed-source passes and five baseline failures remain earlier-lane evidence; they were not re-executed here. No full suite, rewritten-test fail-first/fixed batches, PR source push, or new CI submission occurred because no compliant rewrite was established.
The evidence branch was fetched/rebased onto origin/main 78deea8c61311e47596dad9c99b72763292e70e8 and pushed under the lane's exit protocol. Its src/, tests/, README.md, build.kts and scripts match the reviewed PR head exactly. Only the analysis document was added. Working tree and stash are clean; no build artifacts were committed.

Lane ur1119 final verification — 2026-10-02 21:28:44 UTC
READY_FOR_FINAL_REVIEW https://github.com/CodexCoder21Organization/UrlResolver/pull/1119 48589586e36251d5fee7a3894089728fc25cd7e1
OBSERVED: PR OPEN at the same head as pickup. Current main remains 1053ace97e38d3a3ee85294b07a3f8465adf6fd0; fetch/rebase reports up to date. Both required checks are SUCCESS: bld-build https://github.com/CodexCoder21Organization/UrlResolver/actions/runs/37028109871 and kotlin.build (remote) https://buildtest.kotlin.build/run?id=8374f605. The latter completed with 1891 passed, 0 failed, 1891 total. Its GitHub notification completed at 21:20:53 UTC after the executor completed at 21:05:51 UTC. Watchman exited GREEN, code 0. The informational kotlin.build (kompile-remote-build) check is FAILURE; it is not required, and the live mergeStateStatus is UNSTABLE. No duplicate remote run was submitted.
OBSERVED: Six changed tests passed five fresh local runs each (30 passes); six immediate neighbors passed (6 passes); after removing temporary trailing comments, the exact tracked head passed one final six-test batch. Total local runner results: 42 passed, 0 failed. No assertion, timeout, deadline, iteration, test selection gate, source behavior, interface, or Maven coordinate changed by this lane. No fresh fail-first baseline was run; the original baseline proof remains linked in the PR body.
Run each batch through the shared compile helper, one invocation per slot acquisition:
$S/withlock.sh scripts/test.bash --local \
--test testActiveQueriesJoiningFailedDialReportTheDialFailure \
--test testActiveQueryStreamOpenBudgetStartsAfterSlowConnection \
--test testClosingResolverEndsActiveQueryWaitingOnDial \
--test testActiveQueryRetriesAfterStreamOpenFailureAndReportsIt \
--test testActiveQueryUnhandledWarningRetriesNextAddress \
--test testQueryServicesPartialCacheWithUnreachableCandidate
The fifth batch also ran testFindPeersDeadlineRegistrationsReleasedAfterFailedWrite, testTruncatedActiveQueryAttemptIsNotUnreachabilityEvidence, testFindPeersInterruptionStopsActiveQueryWithoutWarning, testActiveQueryReportsResponseParsingFailure, testActiveQueryHonoursNoTimeoutBudgetOnSkewedResolverClock, and testActiveQueryWithDeferredDeadCandidatesStaysWithinCallerBudget. Fresh trailing comments were used only to avoid test-result reuse between batches and were removed. The final source tree is clean. The final push to the PR and WIP refs reported already up to date, so it did not create a new head/check cycle; remote heads were verified with git ls-remote.

Test-comprehensiveness review: independently read all six changed fixtures against TESTING.md; they use public queryServices behavior with isolated real nodes, loopback listeners/relays, ephemeral ports and finally cleanup. Coverage includes slow successful connect, shared failed dial with full warning/cause, close during connect, handled/unhandled next-address recovery, and partial-cache preservation. Existing limits retained for final review: the failed-dial elapsed lower bound assumes near-simultaneous joining; the slow-dial test does not assert exactly one TCP accept; the close test excludes negotiation-limit warnings but does not assert dial socket closure. Socket ownership on abandonment is explicitly assigned by Fable to the separate rework of https://github.com/CodexCoder21Organization/UrlResolver/pull/1160. No limit was changed to make a test pass.
Adversarial code review: inspected connect wait, stream-open transition, caller budgets and catch path separately. LookupDeadlineReached abandons without blaming an address; completed connect futures do not register an unnecessary clock deadline; a caller's timeout does not cancel a dial shared by other callers; interruption restores the flag and propagates; dial failures retain the transport cause and identify peer/address/per-caller elapsed time. No new implementation change was needed. Private helper placement inside the existing class differs from the package-helper preference and remains a reviewer note. Documents read: repository README.md, docs/PEER_MANAGEMENT.md, DocumentationRepository PHILOSOPHY.md and architecture/TESTING.md, and PlanRepository handoffs/README.md.
Tool findings: gh pr edit failed with GraphQL: Projects (classic) is being deprecated in favor of the new Projects experience, see: https://github.blog/changelog/2024-05-23-sunset-notice-projects-classic/. (repository.pullRequest.projectCards). The PR body was successfully updated with gh api repos/CodexCoder21Organization/UrlResolver/pulls/1119 --method PATCH --input <body-json-file>, preserving the existing body and adding handoff/current verification links. /api/runs/8374f605 returned 404; use /api/runs and /api/test-results?id=8374f605 instead. No report-challenge CLI invocation was made because it automatically enqueues/merges and this lane forbids both; supervisor may record those tool findings separately.
A local build printed this complete finalizer diagnostic after a passing batch: util.refcounted.ReferenceNeverClosed: Reference of type java.io.File with refcount util.refcounted.RefCounter@4746270e was never properly closed. You can set Refcounting.DEBUG=true to debug or Refcounting.suppressWarningsForType(java.io.File::class) to suppress. (System.java:2385)<-(Finalizer.java:96)<-(Finalizer.java:174). No suppression was added; all test processes returned exit 0.
INFER: The original BEHIND/outage-only premise no longer describes this PR. Earlier work already rebased/fixed the warning fixture; the required remote run passed during this lane. Remaining action for this PR: supervisor final-review and merge decision only. Preserve every other shared handoff row and its separate pending work. This lane performed no merge, enqueue, deploy, production restart/route change, publication, or handoff completion.
Lane ur1122 — local gate and PR push (2026-10-02)
OBSERVED: https://github.com/CodexCoder21Organization/UrlResolver/pull/1122 remains OPEN. Five existing commits rebased cleanly onto main 1053ace97e38d3a3ee85294b07a3f8465adf6fd0. No source changes added by this lane. Both new tests passed five fresh local executions each (10/10), and testWithdrawalDeliveredWhenBootstrapRecoversMidRetryInterval / testWithdrawalRetriedAfterPendingDialStall passed once each (2/2). Total 12 passed, 0 failed. Each invocation was wrapped in the supervisor slot helper. No full local suite was run for this rebase-only work.

Same checkpoint as PR head |
ls-remote matches HEAD |
OBSERVED: The checkpoint SHA initialized suite 100405576251 before the PR push. Watchman flagged no dispatched runs. Independent suite/check-run reads showed app kotlin-build-ci-test, status queued, count 0, created/updated 2026-10-02T21:24:19Z, pull_requests=[]. Three GETs to https://github-webhooks.wasmserver.com/ answered HTTP 404. Exactly one suite rerequest was issued at 21:29 UTC because no remote run existed yet. No further rerequest is allowed in this lane. Plain build-watchman --pr is running; no merge/queue mode.
Review findings for supervisor: The existing tests use CallerBootstrapExchangeTestBridge and RelayRegistrationTestBridge internal hooks; this PR adds observeBootstrapResyncFirstFailedRound under src. That does not satisfy current public-API-only guidance. ownerHeldMs is matched as digits on SystemClock rather than verified with a controlled clock; newer-revision/backoff reasons and other owner labels are not covered by the two new tests. No comprehensive-test review approval is claimed. The lane only verifies the rebase and existing test execution; supervisor must decide whether the existing test design needs rework before landing.
Code review: four gate-governed paths name their owner, token/owner changes are atomic in the same per-peer compute, stale releases preserve a successor, and current= remains the final pending-dial trace field. The underlying bootstrap connection stall remains unexplained, as the original PR states; this change supplies diagnostic detail.
Tools: gh pr edit failed on the retired Projects classic projectCards GraphQL field. REST PATCH with a JSON body file updated the PR description successfully. report-challenge CLI automatically enqueues/merges its own PR, forbidden by this lane, so this friction is recorded here for supervisor handling instead of invoking that flow. The run/check dispatch gap is observed; whether the initial non-PR branch event was lost or ignored is not established.
Next: watch the one fresh required remote run and record its verdict. If the run fails with zero tests/preparation deadline, capture its ID and health snapshot and stop. If a named test fails, reproduce locally before editing. No merge, enqueue, deploy, publication, or handoff completion performed.

All 49 currently added/changed test files ran five times in-process: 245 PASSED, 0 FAILED. Commands use scripts/test.bash --local with one repeated --test <file-stem> selector per changed file and --log <round.xml>. Each XML has 49 successful tests; rounds completed 01:20:08, 01:21:56, 01:23:39, 01:25:07, 01:26:55 UTC. No test parameter, timeout, or iteration count changed. The lane did not introduce a shared-contract edit, and used the phase's defined gate without an extra full-suite batch.
The mechanism is immediate shared-sandbox closure on one invocation deadline while siblings still own it; evidence is the original-to-PR retireSandbox diff and prior fail-first public API reproductions recorded in the PR comments. This lane measured the fixed behavior, not new old-code failures. Separate code review traced admission/release, lazy generation ownership, first-close snapshot policy, cleanup warnings, and observer callbacks; no additional runtime defect identified. Test review found a structure mismatch for final review: src/foundation/url/resolver/sandbox/testing/RetirementProbeFixture.kt adds public test-only helpers consumed by 17 tests through buildMaven, whereas https://github.com/CodexCoder21Organization/DocumentationRepository/blob/main/architecture/TESTING.md requires inline helpers or a separate published helper artifact (lines 831/842). testRetirementCloseJoiningAFailedExplicitCloseReportsNothing also uses internal stack-frame names to establish ordering. These findings need the supervisor's final review; the lane has not claimed an unqualified clean review.
Read repo README, Testing Architecture, https://github.com/CodexCoder21Organization/DocumentationRepository/blob/main/PHILOSOPHY.md, Code Review Red Flags, and Handoff README. The README and PR already explicitly exclude cleaner child ownership and interface argument conversion, covered by https://github.com/CodexCoder21Organization/UrlResolver/pull/1134. The preexisting runner handoff gap is recorded at https://github.com/CodexCoder21Organization/UrlResolver/issues/1136.

This is an infrastructure verdict, not a UrlResolver test failure. The root cause inside shared workspace preparation is not established by this metadata. Resume by examining its preparation logs and worker state, fixing the actual mechanism without extending its 1200000ms deadline, and only then authorizing a fresh CI attempt. This lane must not edit BuildTest or kompile repositories. The phase required immediate stop on this zero-execution preparation failure, so no additional test or build batch follows.
The report-challenge CLI auto-enqueues and merges a reporting PR, so lane prohibitions prevent invoking it; the dispatch issue is recorded here instead. No stash, uncommitted code, or additional worktree. Local logs and thread dumps are not required to resume: reproducible commands, exact counts, refs, and live CI URLs are above. Shared global blocked reasons and all other lanes are preserved.

Lane p1121 BLOCKED closeout — 2026-10-04 03:23 UTC
RE-VERIFY: This section owns only https://github.com/CodexCoder21Organization/UrlResolver/pull/1121. Re-check PR state and exact head with gh pr view; judge test results from the paged BuildTest API. Other lane sections and blocked reasons are retained. The supervisor makes every merge decision. This lane cannot enqueue, dequeue, merge, deploy, restart, publish, or edit BuildTest/kompile repositories.
Mission: re-verify the prior brief, rebase, run each changed test five times locally, review tests and code, observe one fresh required remote run, and stop at green plus reviewed or a concrete blocker.
PR was OPEN at original head 018d58664f8d970e45aab54f9b0e26e5a4d83039. The For Fable comment is https://github.com/CodexCoder21Organization/UrlResolver/pull/1121#issuecomment-5923923002. https://github.com/CodexCoder21Organization/UrlResolver/pull/1158 remains OPEN but touches different test files; it is not a literal content dependency. Rebased four commits cleanly onto main 1053ace97e38d3a3ee85294b07a3f8465adf6fd0. Final tested/pushed head 1178abb46d4f118034d83778fbd0a7bc22752bfd changes only tests/testPruneVerificationRequiresUrlRpcProtocol.kts, 16 additions/35 deletions. No source, test, timeout, iteration, version, or dependency edit was made by this lane, so no full-suite batch or publication was needed.

Changed test: scripts/test.bash --local --test testPruneVerificationRequiresUrlRpcProtocol --log <round.xml>, five separate runs, 5 PASSED/0 FAILED. XML times 6793, 6418, 6881, 6003, 6490ms; each XML contains one executed successful test. Old remote failing testActiveQueryReportsRequestWriteFailureAndRetries passed a separate local targeted run, 4044ms; this is not a reliable failing reproducer or evidence that its remote failure is fixed. Full suite was not repeated: no shared contract was changed by this lane.
Test review is not an unqualified approval. The mechanism is direct internal circuit-breaker setup, and the evidence is test line 114 -> PendingDialAdmissionTestBridge.kt:326–327 -> UrlResolver.kt:9473–9477 (repeat failure threshold, circuitBreaker.recordFailure). Current https://github.com/CodexCoder21Organization/DocumentationRepository/blob/main/architecture/TESTING.md requires end-user API tests and forbids internal wiring exposed for tests. Existing stopPeerExchange/host/disconnectPeer bridges also control internals. The new seed call conflicts with that rule. It also removes the real-gossip setup assertion; testCircuitBreakerFastPruneAfterThreeFailures covers real arming separately but does not establish the combined scenario. The PR's fail-first proof is an author-recorded 12-second sleep stand-in, later removed, not an independently reproduced lane diagnosis. No speculative code rewrite was made.
Separate code review: original URL-RPC protocol, registry removal, probe creation/closure, pooled-parent retention, stalled-probe and aggregated-cleanup assertions remain unchanged. No product API or resource-limit change. No new sleep/retry or weakened timeout was introduced by this lane. Review cannot establish the original timeout mechanism from one or two sentences of author timings alone; those remain prior evidence, not a newly demonstrated defect.
At 2026-10-04 03:23 UTC, https://buildtest.kotlin.build/run?id=a9534872 remains TESTING with no terminal error. All 19 result pages were collected at <=100 rows/page, membership 1888: 412 PASSED, 0 FAILED, 1 RUNNING, 1475 PENDING, complete=false throughout. Metadata fetched seconds later reports 414 passed/0 failed; the continuing run advanced during collection, so neither count is a terminal verdict. The changed test passed remotely (16086ms), and testActiveQueryReportsRequestWriteFailureAndRetries passed remotely (11089ms). Required bld-build is SUCCESS; required kotlin.build (remote) is still IN_PROGRESS. The full-suite green gate is unmet at lane closeout before its 03:30:03 UTC deadline. No provisioning-failure verdict applies because tests are executing. Owned local watcher PID 83521 was stopped after verifying its exact PR/repository arguments; session exited 143 as expected. The remote run is preserved, and no second request is authorized by this lane.
Old run 70ff9753: API first returned HTTP 503, later returned only 90 available rows, complete=true, counts 79 PASSED/6 RUNNING/5 PENDING, rather than the author-recorded 1879 finished results. All available rows were collected; the mismatch does not justify a fresh code verdict. Fleet snapshot at 02:12 UTC: runningDroplets 56, availableCapacity 141, startingDroplets 56, pendingBuildRuns 18, activeBuildRuns 46; re-check https://buildtest.kotlin.build/api/health. The report-challenge CLI automatically enqueues and merges, prohibited here, so it was not invoked.
Next: re-check the existing run by paging all results and inspect the exact PR head before any new action. Resolve the public-API-only review finding with a public setup and genuine reliably-failing evidence before clean approval. Current lane is BLOCKED: required remote has no terminal verdict at time-box closeout, and test-method review cannot be approved. The supervisor owns final review and every merge decision. No deployed/published code from this lane; no production operation or artifact publication command occurred. Shared handoffs remain open.
Watchman’s historical-duration warning was checked read-only through HardwareControlFabric: event file mtime 03:08:18 UTC (9294603 bytes), build log mtime 03:08:11 UTC (677275 bytes), and recent successful events refute the >20-minute frozen-file condition. The ordinary whole-file event read declined its 8.9 MB response because its JSON envelope would exceed the daemon’s memory budget. Use a short read-only stat/tail through Fabric launch --wait with --args= for a flag-prefixed argument. No raw SSH, heap increase, restart, deletion, or new CI request occurred. report-challenge’s automatic enqueue/merge is prohibited by this lane; exact error and workaround are archived in findings.
Required reading: UrlResolver README (no AGENTS.md exists), both named canonical handoffs, Testing Architecture, Engineering Philosophy, Code Review Red Flags, Handoff README. Working-tree/stash/worktree/local-only-commit sweep was clean after rebase/push. Build jars and caches are deliberately excluded from the evidence branch; commands and exact refs above regenerate them.

Lane p1160 — 2026-10-04 04:41:19 UTC, BLOCKED on prerequisite code
RE-VERIFY: Snapshot covers only https://github.com/CodexCoder21Organization/UrlResolver/pull/1160. Re-check its state and https://github.com/CodexCoder21Organization/UrlResolver/pull/1119 with gh pr view before acting. Other lane sections are preserved.
Mission: rebase onto main, settle the revised dial-ownership rework, run each changed test five times in-process, review and watch one remote CI cycle. Supervisor owns every merge decision. Latest decision https://github.com/CodexCoder21Organization/UrlResolver/pull/1160#issuecomment-5923963575 explicitly says the connect phase belongs to https://github.com/CodexCoder21Organization/UrlResolver/pull/1119 and this dial-ownership work waits on it.
OBSERVED: The prerequisite is still OPEN/BLOCKED, mergedAt null, at 50ecd68f18f7368212da4157e966e6da05e8d349. Current main is 1053ace97e38d3a3ee85294b07a3f8465adf6fd0 and contains neither awaitActiveQueryConnection nor the connecting-to-the-peer phase. Reading the prerequisite's live diff proves it creates both. This is a specific code dependency, not a same-repository hold. No unmerged prerequisite commits were copied into this lane.
OBSERVED: Assigned PR remains OPEN/BEHIND at e08b00452828d5d103ecb0b0b9a59111b5652e11 with its historical failed checks. Its old test asserts a silent dial fails as a two-second stream-open warning, which is the contract superseded by the revised decision. No new CI request was made and the lane's one-cycle budget is unused. No local tests/builds executed; no passing test or review gate is claimed. A rebase attempt stopped at missing local committer identity and was aborted; it left no local changes. That routine clone setup issue is not the blocker.
INFER: The mechanism is abandonment of an unowned cold dial; the evidence is the existing PR's earlier fail-first socket measurement and source diff from direct newStream(peer, address) to admission-controller channel ownership. This lane did not independently reproduce the defect. The main-based revised implementation requires the separate connection phase before its proofs can be run against the intended code.

Next steps: supervisor settles the prerequisite; once it is on main, configure repository-local committer identity, fetch/rebase and route awaitActiveQueryConnection through PendingDialAdmissionController. Deadline/interruption/close cancels this attempt's waiter, closing the channel only when the last waiter leaves. Report ADMISSION_FULL in connecting to the peer. Establish resource invariant table and reliable failing public-API socket proofs before implementation edits. Keep socket-closure test intent/five attempts and existing numeric limits while updating obsolete two-second stream-open premise to lookup deadline and close abandonment; cover surviving joiners and admission exhaustion. Run each changed/added test five times in-process and full suite for the shared contract, separate test and code review passes, and exactly one new remote CI cycle. Do not merge/enqueue/dequeue/deploy/restart/publish or edit prohibited BuildTest/kompile repositories.
