1. Claimed as fable-hq-20261004. Canonical PR remains OPEN at 83121a2a; its old first-attempt CI failures retain the run11 classifications. All referenced PR states were rechecked; three satellites remain open and their supporting fixes are merged. No duplicate membership PR was found and no closure is recommended. Main still has no runMembershipComplete implementation.
2. Restored the 35-commit series, rebased onto current main, and applied the newly approved publication-wait fixture patch. The interrupted-reader patch was already in the replay. Both preserve every legacy row, assertion and bound; no production code was changed for them.
3. Publication-wait proof is COMPLETE: fixed first executed attempt on d93955e passed 1/0 in 20,746 ms. Original canonical CI first-attempt expected 500/actual 1 remains the before-evidence and was not rerun. The unchanged zero-read guard passed first on the correction (3992 ms); callback-close passed first (8049 ms); the one-lost-source work guard passed first (15619 ms), preserving exact [1,1] reads at N/10N. All corrected results are at 1a6934ba1f4e0b125c39c8ea1097d7d78fb107ba. Full first-attempt XML/logs are pushed.
7. The original fingerprinted legacy case failed first before its target behavior (8758 ms): initial createUploadSession saw 3965558784 usable bytes, below its configured 5368709120-byte storage margin. Digest reuse follows the existing conservative timestamp boundary, so a same-size/same-time repair inside the uncertain timestamp window is detected. Complete publication alone certifies membership. The first candidate exposed a redundant initial observed-source mark that caused a second rewrite; that call was removed and re-verified.
3. Empty-cursor reads now refresh startup completion after their membership wait. Both optional-maintenance-failure tests again check exact foreign-cursor reset pages, retaining their existing ordinary-page checks. The child halt fixture has a bounded wait below its unchanged parent limit. The CLI pin and portable fixture packaging have a reason-first justification in the PR, including the original exact SystemClock failure and upstream correction.
