Decide UrlResolver registry notification scope and caller-clock test ownership

Authorize the upstream registry notification API/publication scope and accept a caller-clock correction for the required cleanup probe before the round-twelve PR gate can close. Partial implementation and all outputs are pushed; corrected checks pass88/88; the PR branch remains unchanged at32eb4905.

Handoff: Decide the UrlResolver registry API scope and carried clock-test contract

Written 2026-10-07 UTC for lane fx1205r.

RE-VERIFY: This is a write-time snapshot. Recheck https://github.com/CodexCoder21Organization/UrlResolver/pull/1205 and its head with gh pr view https://github.com/CodexCoder21Organization/UrlResolver/pull/1205 --json state, headRefOid,mergedAt before deciding or changing it.

The supervisor asked lane fx1205r to close three findings from the round-eleven re-check, carry three review tests unchanged, push the PR branch, and stop. The lane may not publish Maven artifacts, modify merge queues, merge, deploy, restart services, or spawn agents.

Two decisions prevent the stated gate from being satisfied within that scope:

  1. Direct callers can change getPeerRegistry() in the resolver. Its returned upstream PeerRegistry is final and has no add/address-change notification API in the pinned protocol0.0.551, latest published0.0.603, or inspected upstream main7b3f99062226f5108cce2e267ee4f58cbc0bb918. The parked-open test fails at the caller's direct registry update. A correct event notification requires an upstream API and a published artifact, neither authorized in this phase. Decide whether to authorize that upstream work/publication or track it separately before claiming this finding closed. Do not add polling or narrow the documented public registry contract as a substitute.
  2. The required unchanged testFinalCleanupClockCallbackCannotPublishExpiredRecoveryResult correctly detects the old expired return, but after that return is rejected it expects the unbounded public open to finish with a frozen ManualClock. The public entry supplies no overall deadline and starts its separate10,000ms secondary discovery window after the per-peer budget failure. README214–218 assigns that clock to the caller. The fixed test consequently parks at that secondary discovery wait, as the trace proves. Decide whether to accept the additional ownership-correct probe, whose caller advances that separate window, or explicitly change the public discovery contract. The recommended correction is to retain caller clock ownership. The required carried file itself remains unchanged.

Corrected baseline production source is on https://github.com/CodexCoder21Organization/UrlResolver/tree/work/fx1205r-corrected-probe-baseline . The partial branch remote head is72f883164e6d61dbf09079cd88f34cc83d08dc3b; the corrected baseline remote head is22e6794b3d416deaa7e20d5afc3d0d23665d231b. The baseline branch contains unchanged32eb4905 production source; both branches contain all probes and their outputs. The partial implementation passed88/88 prescribed corrected-gate executions. No artifacts were published or deployed by this lane.

Next steps: re-verify the PR and both branch heads, choose the upstream scope and caller-clock test contract, then mark this dependency complete only when those decisions and any authorized upstream artifact are available. The supervisor retains every merge decision.
