The cnfix1 hotfix brief separately requires the CLI to tolerate legitimate QUARANTINED state. ContainerNurseryApi owns state parsing; both public model parsers rejected it with IllegalArgumentException: Unknown container state: QUARANTINED. The separate draft API PR adds the enum value afterFAILED, README/KDoc semantics, public kts/JUnit regressions and APIversion0.0.31. Tests failed before product changes and passed afterward. Full local Gradle suite116tests,0failures,0errors,2pre-existingdisabledlarge-uploadtests. GitHub Gradle check is success. Required kotlin.build(remote) and optional kompile-remote are stillin_progress as of this snapshot, with generichttps://kotlin.build links and no individualrunID. No rerun or production access was attempted.

Next: re-verify currentstate and whether0.0.31 or a later version has already been published. Finish the API checks without blind requeues or production inspection under this lane's permissions. Ask the orchestrator for review/merge/release approval; this brief prohibited merge,queue,publish,deploy and all production access. Once an approved API release is actually available, verify the existing CLI branch with a real server/client parsing scenario, build/help and suite, and open its own draft PR after fetch/rebase. Do not open a predictably unbuildable CLI PR against an unpublished version.
