Finish the draft startup-read PR CI audit and orchestrator review

Mission: finish flupload3's four-shard first-attempt CI audit and return the draft for orchestrator review. Do not merge, enqueue, mark ready for review, deploy, change launcher pins, increase timeouts or reduce workloads/assertions. The current draft is https://github.com/CodexCoder21Organization/BuildTestEmbedded/pull/1369, OPEN/DRAFT at2c13431a7cbe08f1bc181bc33acda69a8b351080. The source and tests are unchanged from the fully gated product head42c3f0c1ad446d7d37977f661b0b9251664af0e5; later commits only preserve evidence.

Decision2 approved construction-only measurement and a tested completion seam. The predecessor reliably observed960 authoritative reads over320 tombstones,10/10 red. Matching derived classification now lets construction index history without run.json decoding; native identity and classification digests reject stale data. Missing/stale classifications or filesystems without native identity have an explicit one-time authoritative migration read. Background validation runs in the existing32-directory cycle, shares the one decode with cleanup, preserves ownership error text, and the public await method drives later cycles even with periodic workers disabled. First owner queries join outstanding validation. A publication-generation and identity guard preserves a callback's newer deletion.

Verified targeted gates on actual0.0.112: construction10/10, delta growth10/10, historical one-read3/3, five ownership-error tests3/3 each, cycle-budget3/3; nine additional public contract checks1/1. Total50/50 first passes and0 retry-only passes. Product revert red Expected0 actual960; triple-read mutation red at the one-read assertion. Independent product and test reviews are preserved. Remaining: watch the PR's four bld-test-shard jobs once, download raw XML, audit first-attempt rows against supplied main XML (currently3923 first passes across4 shards), classify every initial failure without blind reruns, update the PR body with the audit and final state, record READY only if all required evidence is complete. Main XML is already preserved remotely. Hard lane deadline10:41UTC; if CI cannot complete, leave NOT READY with the precise run/check state.

Owned checkout: scratchpad/workspace/flupload3-k8r2. No delegate has another checkout. Remove that checkout and only its ~/.aibuildcaches entry at lane exit, stop all local owned monitors, release the flupload3 handoff claim. CI remains externally observable from the PR if still running at the deadline.

At 10:36 UTC the complete four-shard first-attempt audit is still missing because all four PR test jobs remain in progress. No full-suite pass is claimed. The deadline requires this invocation to wind down by10:41UTC; a new invocation must finish the audit on the existing CI run, with no blind rerun. The last confirmed handoff update was10:18UTC; the10:26update had an ambiguous outcome, get failed, report timed out, and the HTTP WUI returned no bytes within20seconds. These failures and intended bodies are preserved on the evidence branch. Final update/release attempts are bounded and will be recorded.

Before doing anything: verify OPEN/DRAFT head2c13431a7cbe08f1bc181bc33acda69a8b351080 and CI37916715843. Download four bld-test-shard-N-test-results artifacts and run handoff-artifacts/flupload3/flupload3-compare-suite.py against handoff-artifacts/flupload3/main-ci-xml. Every first-attempt failure needs a name, stage, full stack and comparison to main; a retry-only pass does not count as green. The ten new test files should add ten public scenarios to the main catalogue, with no missing old tests. Keep the PR draft and do not merge/enqueue/deploy.
