In a fresh UrlResolver checkout at commit 133fab3e, after the required rm -rf ~/.aibuildcaches, the official command ./scripts/test.bash --test testHealthySameTierRelayWinsBeforeLowerTier could not execute an exact existing test. The first attempt spent 15 minutes resolving dependencies and compiling the full resolver module, then hit the external 900-second command ceiling without reaching tests. A second attempt completed compilation but printed repeated unhandled kompile.BuildRuleExecutedEffect stack traces, reported 'maven dependency resolved: foundation.url:resolver:0.0.601 (failed in 162016ms)', then warned '--test parameter testHealthySameTierRelayWinsBeforeLowerTier did not match any tests', 'No tests were executed', and '1102/1102 additional (disabled) tests'. The file tests/testHealthySameTierRelayWinsBeforeLowerTier.kts exists and contains the matching public function; direct compilation of the build-generated .kt plus invocation against the current 0.0.632 artifact works and passed. Impact: the documented test selector can silently turn an exact targeted verification into zero tests after spending 15+ minutes compiling, and stale 0.0.601 dependency resolution appears to participate. Durable fix: fail immediately on build-rule/dependency failure instead of continuing to a misleading no-match result, avoid scanning/building all 1102 scripts for an exact selector, and add an end-to-end CLI regression that cold-cache selects and executes this exact test.

Status: STILL EXISTS. The current image still ships gh 2.23.0. A fresh gh repo clone produced an HTTPS origin whose git fetch failed non-interactively, and neither repository-local nor global Git author identity was configured before this audit.
