While build-watchman 0.0.12 was actively monitoring UrlResolver PR https://github.com/CodexCoder21Organization/UrlResolver/pull/773 as the designated single orchestrator, kotlin.build run db354f55 was deleted by another actor at 2026-07-13 23:07:50 UTC. The BuildTest host retained /root/buildtest-data/retained-run-forensics/1783984070708-db354f55/README.txt stating 'Retained forensic bundle for non-terminal deleted BuildTest run' and build.log ended 'Build cancelled by user'. Before deletion the run had discovered all 1102 tests, provisioned droplet 584387839, and repeatedly recovered from service restarts; run.json still showed status BUILDING, completedAt 0, errorMessage empty. GitHub later marked the check failed after 1h07m50s. Impact: external friendly-fire destroyed a live recoverable CI run, wasting an hour and forcing the PR owner to rerequest. Compounding diagnosis, HardwareControlFabric on 198.199.106.165 refused port 8443 and the watch-build skill's documented active path /root/buildtest-data/runs/db354f55 no longer existed because deleted runs are moved to retained-run-forensics. Durable fix: make deleteBuildRun require caller identity plus an ownership lease/token, reject deletion of non-terminal runs owned by another watcher, record the caller in forensics/audit logs, and update build-watchman/watch-build diagnostics to find retained-run-forensics and classify user cancellation immediately rather than trusting stale API BUILDING state.
