Mechanisms and proof provenance

Direct expiry notification delivery had no enclosing scope, allowing a callback mutation to notify later listeners before the original expiry. The first corrected full local gate passed 2393/2394; its sole churn stress failure was parent heap exhaustion while the victim reported 55–59MB used. The parent retained all victim stdout and repeatedly copied it; the heap dump identified a 46,661,630-byte StringBuilder backing array. Tail is now bounded to 5000 characters, first READY and latest HEAP retained separately, with synchronized access. Workload/heap/deadline/assertions are unchanged.

Testing architecture requires new shared test helpers in a dedicated test-library artifact. The existing captureutils repository is the appropriate home; source was relocated unchanged, exact line-boundary proofs strengthened, and only protocol tests import published 0.0.2. No protocol runtime dependency added.

Source tests remain public-API scenarios, no mocks or reflection. Preliminary tests/source review found no further issue. Post-green dedicated review closure remains pending.

The old PR657 queue entry rejected editing (GH006); removed it to permit expected-head leased push, without enqueueing or merging. Its CI-app suite initially had zero dispatched runs; warm receiver reads yielded two 404s and one 40-second timeout, followed by one targeted rerequest of that unstarted suite. It then created the required check. Neither executing check was deleted or rerequested. Watchers stopped before the 30-minute infrastructure cap.

Preliminary test/source review found no additional issue. Required final-head remote full-suite gates remain unverified, so the specified post-green dedicated review closure is not reached. Next worker/orchestrator: investigate the CI app's submission/provisioning for the two named check IDs; recover shared infrastructure, then watch existing final-head checks with build-watchman (avoid blind rerequests and do not rerun UrlProtocol full local suite). Once all required checks pass, run both dedicated review passes on these final heads and return READY for orchestrator decision. No deploy, merge, or disk-exhaustion work. Consumer UrlResolver PR1205 remains owned elsewhere.

captureutils 0.0.2 is already published from source c002be83f33cf5cba373c6285505793a5d6dccf5; final a4b90bbe adds proof-only line boundaries. Never overwrite this version. Downloaded all eight files and matched local SHA-256:
