Workstream: Algebraic Effects

Algebraic Effects — the structured effect system that lets Embedded libraries toss warnings and requests for frontends (CLI / GUI / WUI) to handle, keeping domain code presentation-agnostic — already exists and is used across the standard architecture, with no changes to it currently planned. Rather than duplicate its documentation here, this page points at the real thing:
