Workstream: Logging

Logging — diagnostics emitted via Algebraic Effects so the caller, not the library, decides whether to suppress, redirect, or render output — already exists as a small reusable primitive, with no changes to it currently planned. Rather than duplicate its documentation here, this page points at the real thing:
