Workstream: Swarm Orchestrator

Goal
A url://swarm-orchestrator/ service that turns a single high-level goal into a completed body of work carried out by a fleet of agents. It accepts a goal, decomposes it into tasks, dispatches those tasks to agents running in SpawningPool sandboxes (over the AiCliHostSupervisor engine), and tracks progress to completion — so oversight sits at the goal level rather than the step level, the component-2 "done enough" bar. It follows the standard layered architecture (Api / Embedded / ServiceServer / CLI / WUI).
Why it matters for swarms
The productivity toolchain of component 1 makes a single agent effective; the orchestrator is what multiplies that across many agents working in parallel toward one objective. It is the coordination layer that sits above the per-agent execution surfaces (SpawningPool, MyLittleAgi) and below the human who states the goal — realizing agent-to-agent delegation as a managed service rather than a raw protocol.
Graduation
This is early-stage: nothing is built yet, and it has no Documentation Repository project page. It remains a workstream until the orchestration loop is proven end-to-end — a stated goal is decomposed, dispatched to real agents in SpawningPool sandboxes, and driven to completion with progress tracked — at which point it becomes a first-class project with a Documentation Repository project doc and an ALL_PROJECTS.md entry.
